Ticket Service pre-set in template

Hello, Im trying to set a service for a template on an email ticket. The problem is that the service drop down menu is not populated until you have chose a customer. We dont have specific services per customer so i'd like to find a way for service drop down to be populated constantly, prior to needing to select customer. Hope that made sense.
