A quick look at the database (for version 1.3.somthing), suggests either 2 billion, or around 32 thousand. (queue id is a 32 bit signed integer, although follow_up_id is 16 bit signed integer, I'm not sure if they are related or not) Although I'm sure you'll need some serious hardware long before the number of queues runs out.
