Required fields when changing owner

Hi. We have a supervisor who is responsible for assigning tickets to agents. She complains that she has to enter text in the box in the change owner screen. She usually just enters a single dot but it is still annoying to her. You can remote the text field completely with the setting: Ticket::Frontend::AgentTicketOwner###Note: No But, then no one can make a note when changing the owner.
