Composing Answer to Non-Owned Ticket

Hello All, Is it possible to allow agents that do NOT own a ticket to compose an answer to a ticket? Just so he/she can suggest something to the ticket, but not hold ownership of it. Writing a Note with type note-external doesn't seem to send out a reply e-mail. Thanks, Frank
