This is the way. Use Kernel/Output/HTML/Standard/CustomerLogin.dtl to edit the login page (incl. Header and Footer). Use Kernel/Output/HTML/Standard/CustomerHeader.dtl and Kernel/Output/HTML/Standard/CustomerFooter.dtl to edit the header and footer after the login.
