Error creating tickets on fresh install

I have a fresh install of OTRS and I am getting inconsistent errors creating tickets. 9 out of 10 tries I am getting the error listed below when creating a ticket. I believe I have set the permissions correctly. Any ideas? You need to set write permissions for the apache webserver for the TicketCounter.log file. Please also check, if SeLinux or other software does not prevent writing to this file. What are the permissions of the TicketCounter.log file at the moment? What operating system are you using and which user and group is configured for the apache webserver?
