I am talking about queue only.In my case I want agent not to invalidate
queue even if they have permissions
I want them to take an approval from admin and then only disable queue.Can
this be possible.

not so clear... why someone should activate or deactivate queues so dinamically ? are you talking about ticket perhaps ?
