You could use a workaround, which is create a new notification at /otrs/
index.pl?Action=AdminNotificationEvent on the event TicketCreate

Is it possible to have otrs automatically send a copy of a newly created phone or email ticket to a specific mail address.
We would like to have all new tickets sent xxxxx@netwolves.com
