[otrs] why by obtaining the lock, I automatically become the owner?

Hello All, Another confusing situation which caused headaches. Why by obtaining the lock, I automatically become the owner? Shouldn't anyone, or at least the responsible person for the ticket, able to obtain the lock on a ticket?
