I don't know your conf, but I used to have this problem. I believe it was
caused by tickets being locked after any action done.
Can you confirm if this is the case?

Im trying to figure out why some tickets stay closed and yet others re open themselves. Any troubleshooting ideas ?
I set the ticket to closed-successful and a little while later its reopened all by itself. I know I misconfigured something, but I cant find the error.
