You're right, there is no Ubuntu (or debian) package for SOAP::DateTime. Luckily it is just a one file install via the CPAN. Just make sure you run CPAN as root! Otherwise you'd install the package only for the current user, and not for *www-data* and/or *otrs*. Try install perl-SOAP-Lite from your distro repository as like as yum install perl-SOAP-Lite for rh like systems if you can.

I have loaded SOAP::Lite via CPAN as well as the SOAP::DateTime. Not sure what else I need to do to this to get it to work.
