Looks like a bug, current version in CVS
http://source.otrs.org/viewvc.cgi/ITSMTicket/Kernel/System/Stats/Dynamic/ITS...
shows it's looking for TicketFreeTextGet which no longer exists in
OTRS 3.1

Are you able to run (add) stats on the 3.1 ? I've just tried this
/index.pl?Action=AgentStats;Subaction=EditSpecification;StatID=new
and I get an internal server error of type:
