Thanks for all emails! I wish there were packages of changed files only... Seems to be a lot of work to restore config files and permissions after overwriting when going from source.tar.gz. So there are no recommended steps for doing a "patch" upgrade, as the OP has already mentioned.

So actually, the UPGRADING file on the 2.4 platform does not specify that you can skip the database upgrade section when installing a patch level upgrade.
