replace? or disable it? disable it in sysconfig. replace with other things? I think you have to code something. or you may describe what you really want :-)
2- How change skin/themes on customer interface link ?
create your own scheme or skin. look in developper book. it is creating a new skin and alter css files. hth regards florian

First : I have Type menu in create new ticket interface, I want to link it with my queues. HOW ?
Second : in To menu I want to put my categories for example: IT service desk team or application team .. etc. HOW ?
If I can create new custom menu please inform me HOW ?

Don't know on the first one as I don't use ticket types, I only have the one "default" type. For the second: to change the "To:" text to completely custom values you will need to uncheck the "CustomerPanelSelectionString" option and check the "CustomerPanelOwnSelection" option under Ticket -> Frontend::Customer::Ticket::ViewNew. Then you can define the keys/content under "CustomerPanelOwnSelection" for user selection, "key" being the queue name, "content" being the text presented to the user. Please also remember this is a mailing list, not official OTRS support, assistance will be given where possible but we certainly don't have all the answers.
