I would say you are using a wrong passwort to get access to your otrs
installation.

The URL looks like to be correct http://192.168.9.171/otrs/index.pl
You can change it in your Apache configuration file. Is your otrs user able
to connect to your database? Have you set the right permission with the
permission script from otrs?

Hi,
which OS are you using and what DB? You can just test if the connection is
working by logging in with the db otrs user and the set password for the
otrs user into your database. I can´t remeber if the user is created with
the installation routin or not, but if not then you´ll have to create a
database user and a database and set the user an password in your config.pm
file to connect to the database.
